Yesterday a contractor came to bid for the installation of engineered wood.
His version is - I don't need MVP since
1) my house is on the hill
2) my concrete looks white/clean not black. If there is a moisture the concrete generally looks dark

3) But he says - he would like to apply "Anti Fracture Membrane" around 8 inch wide to the exterior walls to arrest any water creep, in case happens.

Any one of you has any idea about the material "Anti Fracture Membrane" ? Does this really help ? What he says makes sense ? Please let me know what do you think ?
