Dirty Tile

My SIL laid commercial vinyl tile in a small bathroom in their business and never sealed or waxed and now its tracked up, dirty and won't mop clean. What does he need to clean the floor? Then just wax or seal then wax?
Thanks for any help!!

The manufacturer has installing and (usually) maintainence directions in the boxes...did he read them?

He should be able to scrub the tiles with a household cleaner and a white scrubbeee pad then use an ordinary floor wax to seal it up. Those tiles are rugged but they ARE NOT maintenance free and do require some attention from time to time.
