deteriorating cement


The cement in my garage is deteriorating. There's cracks and white residue throughout the entire garage, especially around the foundation. I'd like to know if I can resurface the concrete so I can apply some Epoxy concrete and garage floor paint.

How old is the floor?

Is there moisture migrating up through the slab? Tape a piece of clear plastic wrap over the floor, sealed all the way around. Leave it for a few days. If it accumulates condensation under it then you have a vapor issue to deal with.
