DELTA FL over 40 year old tiles

i am attempting to provide some warmth to a cold basement floor by putting the delta fl (with 3/4 OSB) subflorr over a below grade floor that has 40 year old tiles. what are the cons to this.

Con--I have no idea what Delta fl with OSB is---provide a link.

OSB fails quick in a damp area--that's a con---
