Concrete Garage Floor To Living Room Floor


We would like to convert our garage into a living room. It has a concrete floor. Sometimes, when rain is heavy, the concrete absorbs a little water, leaving parts of the floor moist. How should we fix this? Also, any other advice about changing over garages would be welcome. Thanks

Before doing anything I'd be checking with zoning and the building dept. to see if you can get a permit to do it.
There is no coating that's going to prevent water from coming up through the slab, it needs to be addressed outside around the foundation.
A picture of the outside will be a big help, no close ups needed.
Just a few things that may be causing it:
Lack of gutters
Grade not running away from the slab.
No drain tile
Mulch or flower beds against the slab.
Very high water table
Outside walls to close to grade.

The most common way to close in that overhead door and have it not look on the outside like it was there is to cut out and remove the old apron, add a row of concrete block with rebar in some of the voids into the slab and foundation bolts making sure there not going to line up with the wall studs, pressure treated sill plate, then build the wall on top of that.

Thanks for the info. I didn't get a picture of the moisture because it hasn't rained heavy in a while. It comes up in blotches at random spots in the middle of the floor. I live outside the city limits and it's pretty wild west out here, but I will make sure the permits won't be a problem. Attached are some surrounding pictures:
