concreat floor help

The house i own had a addition put on before i bought. The addition is 35feet by 10 feet. A carpet was on the floor until one of the dogs used the carpet for a bathroom. I decided to get rid of the carpet and put down a vinil floor. The problem is half the floor is rough with holes while the other half is ready to go. How can i smooth out the bad section so i can cover the floor with a vinel floor Thank you for any help
