Cheapest flooring options for cement slab home?


Hi! We're about to close on a HUD foreclosure home that's on a cement slab. The former occupants were smokers and so we plan to tear up the carpets right away, but we aren't sure what to replace them with. We have a lot of things that need work on the house, so we are looking for the cheapest options right now. We keep getting really varied answers from the flooring people at HD, Menards, Lowe's. Our main questions right now are:

1) Can we install carpet with the pad attached directly on top of a concrete slab (seems that's what's in two of the bedrooms right now)?
2) Can the new plank vinyl out there go directly over concrete?
3) Do we have to (or should we NOT) apply a protective coat of some kind over the concrete?
4) Will the smoke smell be in the actual concrete, or will removing the carpets be enough? It seems more like smokers lived there, not that they smoked IN the house itself, if that makes sense....

Once the carpet and paddings gone the smells going to be on the walls and ceiling.
Clean them with an orange based cleaner starting at the bottom of the walls for less runs. And paint with a quality real paint store paint.

2=manufacturers say yes
3=DO NOT apply any sealers
4=no

Yes, you can install carpet with pad attached directly over concrete. Same with vinyl plank.

Thank you! The pad attached carpet from Menards and the Allure vinyl plank stuff from Home Depot seem like the cheapest options, but we were told that both would cause moisture problems from the concrete. And we were told that the smell would linger in the cement, and that we would need to paint a primer on the cement. Will the pad-attached carpet be "warm" enough for bedrooms? We were also told for cement that we needed a anti-odor/anti-bacterial pad sold at at specialty flooring store or we would have moisture problems and that the house would "echo". We've just never lived in a slab home so this is all new to us. Thanks again for the help!
