Ceramic tile installed over resiliant tile

I have been reading online about the recomendations for ceramic on resilient floor tile. In our case, the house is old enough for asbestos to have been used. (unknown)We have a slab with 12 x 12 glued down tile. (very flat and mostly very tightly bonded) carpet was removed from atop the tile revealing the old layer of glue.
Can we use a concrete board on top, or shoule we reconsider going with ceramic at all? ( we already have the tile but can return if nec)

Best to have an abatement team take up the tile.
if ANYTHING happens to the old tile, it will happen to the new tile.
