Carpet on stairs loose

My contractor installed the carpet on my basement stairs but it looks as if he didn't use a tackless strip. Or if he did carpet is not kicked in to grab it. I want to call him on it, he's been doing some shoddy work lately.

Do you have to use tackless strip on stairs or can you use glue? Shouldn't he of asked my preference?
If carpet not attched to tackless strip will it eventually loosen from stairs, it looks like it's loosing up now.
How would it be fixed?

Is there anyone that can help me?? I've been having terrible luck with contractors and tired being taken advantage of.

I didn't pay him yet.

I just checked under the carpet and there is padding on the stairs but no tackless strip, just staples.
And the landing going to stairs from laminated kitchen floor is not finished with landing tread, just carpet stapled to riser then flat edge of kitchen floor lamnate.

This is the second time he's cut corners on me. He tried to put laminate on concrete floor without leveling floor (he spot leveled it after I complained) or applying underlay/padding and I had to pay him $300 more because he said padding was not in his original estimate. He pulled up laminate but floor still not very good job. He used the cheapest laminate $.66 sq.yd

Should I just pull him from job? I still owe him $2000, job was total $9000 with extras that came up.

My basement was half finished and he's completing it. Was doing great in the beginning then just went down hill. he's been on this job since July.
