carpet over cut back glue

We pulled up old tile on our basement floor and want put in loose lay carpet. There is cut back glue on the floor. Is it safe to put carpet over it or should it be sealed or removed first?

That should be sealed or your rug and pad will soak up the cutback---

I suggest you use a self leveling compound and primer--
