carpet install problem


I partially rolled back a section of carpet in a bedroom and installed built-in bookshelves and a window seat on one side of a room. I am now working to re-install the carpet. After trimming the carpet back and attempting to re-stretch I have found I have a seam and seam tape at one of my edges. The section where the seam is will not adhere to the tack strip. It seems no matter how much or little I stretch I cannot get the carpet to secure to the tack strip.

Any ideas on how to resolve this issue and get the existing carpet re-installed would be greatly appreciated. Thank you in advance.
