can new carpet be layed over old carpet (40 years old) padding glued down?

You mean the old padding is glued down? Or you want to glue carpet over the old padding?

Yes you can stretch in carpet over it. Not the greatest idea tho. Could be you have bubble rubber pad(actually made from clay) as it got old, it got hard and stuck to the floor like concrete. If it isn't real thick, you can staple another layer of pad over the top of it and stretch the carpet in on top.
