Building up a concret floor

I have a concret slab floor that is two levels with on side about 4" lower then the other. I want to even out the floor and install hardwood. I am getting conflicting information from contractors on the best way to do this.

Shoul I invest in concret to even out the floors?

Building up a concret floor

Wood framing will work and give you a good nailing surface for your wood floor--

How's the flooring going to be attached to the higher concrete floor?
