Botched attempt at reseasling the floor, please advise.

Hey guys, my parents have a slate stone floor in their home that my dad tried to reseal. However aparently he used a kind of sealent that was suppose to be used outside so what they were left with a solid kind of yellow foam and streak marks.

So now the question is how do I remove this solid foam, basically removing the old sealent? And then how do I properly seal the floor and what do I use?
