black glue installing carpet over it

I am remodeling an old house, when the carpet was removed there was black glue from old tiles. Is it okay to put carpet over this or not?

Yes, if you are installing pad. No, if you are gluing carpet direct. It probably contains asbestos, so it's better to just cover it than remove it. If it's sticky, you can sprinkle baby powder over it to make it easier to walk on it while you work.
