Are you going to have overhead(insurance, licenses, etc.)? If you have been doing tile for a while you will know what is involved and be able to take some measurements and figure out the cost of the materials. As for labor, there are to many variables, if you are doing this on the side(no insurance or license) it is easy to figure out how much to charge till you run into a problem(water leak when tiling under a toilet and floods house, irs catches you not claiming income when the home owner reports paying you for home repairs as a deduction). If you are going to do it legit you will need to figure out your overhead and how much profit you would like to make and figure out how long each job will take.

Actually, the original poster asked: "How to bid small tile jobs".

Tho, the comments involving: "How to conduct a small business in the field of home improvement" ...... were actually alot of food for thought, that some people (who are starting out) don't seem to take into consideration =
