Best way to approach installing powder room?

We have an old pieced-together house that has a full bath on the second floor. We'd really like to put in a powder room on the main floor, but I'd like to know if there are questions I should be asking myself first. Like what's the most important consideration? Location of the stack? Elbow room? There are one or two places where we could put one, but I'm not sure what I don't know yet. Any help would be appreciated!
