Baseboard install over Laminate flooring?

This may be a stupid question, but the instructions for PERGO seem to indicate that I need to leave a 1/4 inch expansion joint between the baseboard and flooring....am I reading this wrong?

No. The flooring needs 1/4" around the perimeter to allow it to expand and contract (float) If your baseboard is high enough to allow you to install the laminate underneath, then you can do that (depending on how thick the base of the baseboard is. Usual installation requires installing quarter-round after the floor is finished. This provides the ability for the floor to move and eliminates future gaps. Just be sure to nail the quarter-round into the wall, through the bb....not the floor.

I am finishing a basement, so there was no existing baseboard.....so just sit the basboard flush on top of the pergo?

yep, but not too tight
