balcony drainage problem


I would like to cut a third scupper for a balcony that has poor drainage. We can't find any licensed contractor interested in the job (too small? too much trouble) so I was wondering if anyone had any comments on how to go about it? Below are some pictures:

balcony drainage problem


The scupper has to be cut same as the visible one, but just to the left of the light sensor on the wall. The bottom picture the scupper has to be cut under the flashing beneath the boards.

The tentative plan is to get some unlicensed people to cut out the hole (they have the tools) and I would attempt to install the scupper and make the hole watertight. It has to done, but some one has mentioned to me I might uncover more trouble than I would like.
