Adhesive of Slab

As I posted earlier I'm getting ready to ceramic tile a bathroom on a slab. I'm peeling the peel and stick tile up but noticed some sort of adhesive. Is it okay to use thin set over this adhesive? Its not terrible but didn't know if the mortar would adhere to the cement. Also if I need to clean the adhesive, what is the best way to do this?

I do not know the best solvent...

But I would hope you will consider using an anti fracture membrane instead of a direct set onto concrete.
