Over the top, notice how you see the bottom, undecorated side of the paper when it is under instead of over, so uncouth.

To be honest, this holder works best with the paper over the top too.
If under, it 'bunches up' inside, so over the top it is, regardless of preferences! LOL

That's why most women's bathrooms have signs inside that say, "no killer toy robots from outer space allowed". It cuts down on the confusion.
