Whirlpool 50 gal water heater

my whirlpool 50 gal.heater began to have issues after a construction co severed gas line. Furnace and stove are fine. Pilot on tank is visible (electronic ignition) but unit doesn't seem to command burner to ignite when hot water is drawn.

It turns on only when the tempature drops below a set point.
A simple cheak to see if it will come on would be to turn the temp. up higher just long enough to see if it kicks on.

If there was air in the line the pilot would not light.

It sounds like there is air in the gas line which would happen after having the gas line severed.
