some washing machines have a screen inside the connection for the hoses. check there and some hoses used to have screens in them also. if the hoses are old you should install new ones anyway while you have them off to clean the screen. was it working fine and then just stopped or did it slow down gradually?

The problem is likely in the screen of the cold water hose. If they are more than five years old, replace both hoses with the stainless steel kind with new screens.
If it isn't the hoses, the problem may be in the valve on t he washing machine that the hoses are connected to. You can get a new one for your washer make and model number at your appliance dealer. They are easy to replace.
Good Luck!
