Totaline Thermostat and airconditioning

I just moved in to an new house and am having issues with my airconditioning. I want to make sure I am using the thermostat correctly. It is set at 70 and wont get lower than 86 degrees and it is 117 degrees in Phx today. I have it set on cool and fan. Is that correct?

The fan needs to be set on AUTO or the unit will never cycle off.
