Rollaway Dishwasher Drain Problem

I have a roll-away dishwasher and just noticed alot of sludge all over the drain at the bottom. I removed the drain cover and and it was pretty thick stuff. I scraped it all out by hand and have cleaned the cover.

I put some drain cleaner down there as well to run through. I wasn't sure what else to do.

I just ran a quick load and it's draining into my sink properly but there is still water in the drain reservoir. Is that normal? Shouldn't it completely empty out after a load is done?
