range element problem
 
i have a sears kenmore range model 790.61751100
i just replce the 8" element with a new one part #mp21ma
i have power up tp the plastic receptacle but the element is dead
i tried continuity test and part is ok

Try replacing the terminal block that the element plugs into.

i did replace block and still nothing-
i did run a volt test and discovered that it is getting power but only like 100 volts instead of 230 on the one burner and like 2 volts on the other - therefore it must be the switch is faulty?

Surface burners should be 110v. Only the oven elements have 220v.
You're right. Sounds like you have a defective switch. Replace that switch and you should be good to go.

ok now i am confused - parts guy said i should be getting 230 v
i am getting 210 volts yet you said 110?

I'm a bit confused also, but then again I'm not a pro appliance repairman, just a long-time DIYer. LOL
You said that you're getting a voltage reading of 100 on one burner and 2 on the other. Now you say that you're getting a reading of 210.
Parts guy says that you should be getting 230v. Maybe. Maybe not.
A reference to 220v or 230v or 240v means basically the same type of circuit.
A reference to 110v or 120v means basically the same thing.
WHERE are you getting what voltage reading?

If your are getting a reading of 210 volts is a good reading.

There are always voltage drops that have to be considered.

If you are take the reading at the terminal block where the element plugs in try spreading the end of the element out a little so they are making good contact in the terminal block.
