Older Pacific Range Hood Exhause spewing grease

How do you clean these or get them to not be ..... defective? We honestly have a film of grease everywhere under the hood and it seems like its doing more harm than good. Is there maitenance required on these things?

Is the fan on?
Is the duct plugged with a towel or other item?
Is the damper operating?
Is the grease baffle plugged w/grease?
Is the grease running down the duct?
