Microhood Venting

Our whirlpool microhood is venting on low power when we use the microwave. Is this normal? When the microwave starts, the vent kicks on and we can only change it from low to high. Any ideas whether this is suppose to be happening? If not, what can I do? The micrhood hood is about 3-5 years old but we got it used.
