I just bought a 40 gal hot water heater and new 10/2 wire and new 40 amp breaker i wired it up and have nothing what could be the problem

Did you turn on the breaker?

Is the thermostat turned on?

Have you measured the voltage at the water heater?

Did you wire this to a two pole breaker and put the black under the terminal of one of the breakers and the white under the other terminal on the other breaker?

I am assuming you wired it with the white to the nuetral bus bar.

Make sure you put the bare ground on the grounding bar.

"A 40 Amp. breaker" scares me, was it a double or single pole breaker?
With a single pole your only going to get 110 volts. Need a double pole breaker.

it could be that you didn't ALSO buy a decent meter.

Use a meter to determine that you have 240V coming out of your double pole breaker (also use one at 30A)... then determine that you have 240V at the WH end of the wire.

From there it's about following the instructions that came with the heater.
(and using a few wirenuts)

Sounds like you're going to have to upgrade your current system to accommodate for the 40 amp breaker. Sounds like a bit much for a water heater, but then again I haven't bought a new one in quite a few years.

Wired wrong
Turned power on before filling with water and burnt the elements.
