Not filling properly not dumping cubes properly

I should have been more explicit in my exact problem - was in a bit of a hurry. Here's what's happening: sometimes the water fills the tray only a little bit, resulting in "baby size" cubes. The next time it won't pop the cubes out of the tray so they just sit there. It's random how this happens - you never know if it's going to pop the cubes out of the tray, or fill properly, or not fill at all. Any ideas? Thank you
