My guess is that you have a dual electric element heater and the lower thermostat is stuck on... More info needed though...

more info needed.

Could be a buildup of calcium, element could be stuck on. etc.

What tells you that the heater is overheating? How old is the unit? how is it powered? (Gas, Electric?)
