GE side by side not cooling

The freezer compartment is working fine but the refrigerator side is not cooling. I don't think its a defrost issue at this point because I have no frost build up on the back wall of the freezer compartment. But I will confirm once I take it apart. But my thinking is that is might be the fan that takes the air from the freezer section to the refrigerator section. Is this fan the same fan as the evaporator fan?
