Freezer works/Refrig Doesn't

I have a small refrigerator with a freezer on top. Forget the brand but just want to know where to start troubleshooting ... the freezer is working fine but the refrigerator portion below does not appear to be working? Any pointers on where to look first?

Thanks,

Bill

Ice in the duct that goes between the two. There should be screws holding the bottom panel in the freezer down, and there should be some holding the duct inside the the fridge & freezer.
