dryer vent install
 
We're trying to install a dryer vent and have run into a problem. The dryer is in our basement and I want to run the vent vertically about 8' then out thru the floor joist. When making the measurments, the center of the dryer vent exhaust is going to be only 9" above the ground. Everything I'm reading about dryer vents tells me that the exhaust needs to be at least 12" above ground. The exhaust will be underneath a covered area where snow doesn't accumulate. I'm asking if this would still be acceptable? Besides snow, what other problems can I expect by having the exhaust less than the 12" thats recommended? The only other option I see is to drill up thru the 1st floor, then route outside thru a kitchen cabinet. I want to avoid this if possible. Thanks in advance for any help, Steve

as long as there are not other obstructions, it will not be a problem
