A few options that are available:

1: Call a well established local repair shop, see what they say.
2: Unplug the unit and plug it back in and see if that fixes it.
3: Take the door apart and unplug the motor and replace it.
4: Replace the machine.
5: Check back here often and see if anyone else has other ideas, you never know.

The dispenser motor will get its power from the control board. My guess is its not the motor but the control board or relay stuck closed, possibly a sensor.

NO, not true. the dispenser motor will get power from the actuator switch in the dispenser. It will be just a simple micro switch, probably just sticking.
