Chest Freezer Not Cooling

The nice old couple across the street saw me and my young family moving in and while they were cleaning out their garage offered to give me the chest freezer they were storing in there. So nice! The thought was there... However, it doesn't seem to be working. So this is awkward.
I plug it in and I can hear the compressor humming, and I can hear what sounds like a little trickle of something flowing sort of like a drop or water running. But after hours, or even all night its still not cold, just slightly below room temp but still cooler than the garage its sitting in.

Is there anything I can do? looks like a nice freezer if it works, I don't want those old folks across the street feel bad and I don't want to junk it either.
Did it maybe lose its refrigerant? If so it could just be recharged, but since its a closed system then the fact that it lost it means there is a leak. If the compressor is 'humming" then maybe that doesn't need replacing? Would it be worth having a appliance repair guy look at it?

Ok, nevermind about it being cooler, the IR Gun doesn't lie. The inside is the same temp as outside (82-ish degrees). The IR gun also tells me the compressor is about 118 degrees, so its "running".

It also got "set down" rather hard when we moved it over to my garage, maybe something got knocked loose? I looked around behind the panel and didn't notice anything disconnected. Just cobwebs, copper tubes, a thermostat, and a compressor.

if the compressor is running and warm then most likely it has lost its charge. Sorry to say it is now scrap, no point in recharging it unless you find and repair the leak. very expensive
