Probably because it's not blowing enough cold air around in the freezer...

Is the temperature adjusted high enough for starters, are the coils frozen, is the fan running, do you have way too much stuff in the freezer, is it plugged in...

I have changed filter and cleared vents in freezer. Is there a part I need to change.

If your coils are frozen over then you have a problem with either the defrost thermostat or defrost heater. For now, you can unplug it and melt the ice with a hairdryer. Your fridge will work for about 3 days until it freezes over again. (temporary fix) what's the model?

make sure the fins in the back of the unit are dust-free. Make sure the door is sealing all the way. Does the compressor kick on more frequently than it probably should?

If the coils are frozen over, that usually means it's running too much I believe. Which means your door might not be sealing. If all else fails, call a repairman and maybe he can see if your freon is low.
