3 way switch


I have my lights in my tiny garage wired on a 3 way switch...If you turn one switch on the other switch does not work, and vise versa. what is causing this..The stupid electrician that i used a long time ago wired the switches with a 2 wire. used the neutral as one of my travelers.. and i replaced both switches and same problem...did my neutral short out or what is the problem??
