truck electrical questions

I have an 89 one ton dually. Next to my hydraboost unit and master cylinder there is an electrical box that looks like a computer brain type thing. What is it and what's it called?

Also for the wiring under the dashboard, would that be considered chasis electrical? Or engine electrical? I can read schematics but the ones in my repair manual don't seem to be showing everything....
