Wood Finish to Stair Rails

my stair rails are currently white and i want to make them into a wood finish..my question is, is it necessary to sand the rails? Is there some finishing paint that will go right over the white and do the job?

Unless you faux finish to make them appear to look like stained wood, you must strip off the white paint before stain will take in the wood.

Neither is an easy or inexpensive job.
