White Rubbery Layer between Wall paper layers
I'm remodeling my kitchen and am now in the wall paper removal stage.

The wall paper came off quickly; however, I didn't realize that there was another layer of wall paper underneath it! :( This wallpaper has a white coat on top of it, so I'm assuming the prior owners primed over it before they put up new wallpaper.

Upon closer inspection, the white coat is peeling in one small area. When I peeled it, it came off easily but was very rubbery. Is this rubbery white stuff oil based primer or leftover glue from the top coat of wallpaper? What should be my next step?

Hard to say, but what ever it is needs to be removed

It may be the backing for prepasted vinyl wallcovering , which allows the first layer to be peeled off. It could also be wall liner, which was used over the wall, or as an intermediate layer. Either way, it needs to be removed.
