what to spot prime after scraping?

I've heard that all "bare wood" that is exposed by scraping should be spot-primed before painting. But, how small an amount of "exposed wood" does this mean. Sure, there are areas of bare wood inches long. But, also, there are lots of, literally, small "flecks" of exposed wood. Should those be primed, too? If so, i'd pretty much be priming everywhere, which doesn't seem right. In alot of patches, you can't even tell it was scraped unless you look close, but there, you see all these tiny (1mm x 1mm) flecks off.

Any thoughts on how to decide what to prime?

Thanks,
tom

I would prime it all with an oil based primer(assuming it is exterior)
