Waterproof paint on block walls
My basement walls have been painted with a commercial grade interior paint. For the most part, the paint has stayed stuck to the wall nicely for almost 2 years. Paint is flaking off of roughly 15 blocks, so a very small percentage.
I assume that I can scrape off the flaking paint and cover it with a waterproof (loctite?) paint and it will seal it off nicely. My question is can I paint over the other existing paint to create a waterproof seal? Or is it too late for that?

The coating is only as good as what's underneath it. So yes, you can paint over it...wont be much help though.

Waterproof paint on block walls
Until you correct the moisture issues on the exterior you’re just wasting paint.
There is nothing in a can that will waterproof your basement from the inside.

Correct. Most of these products are "band aid" type fixes. It really needs to be fixed from the outside.
Sort of like when I put electrical tape over the blinking light on my VCR....it hides the problem, but its still there

Thanks for the answers. One more thing. Some of the blocks are above ground and have chopping paint. Why?

Most likely water "wicking" is way up through the block. Blocks can absorb moisture, just like most materials. Sounds like it needs to be sealed below grade.
How old are the blocks? Is there any block material stuck to the peeling paint?

Koolie, if you want to look into the true causes of your basement problems and how to solve them do a search on this site for “sealing foundations” or “waterproofing basements” or the like, you’ll find hours of useful reading.

I don't think so. It's just kind of flaky. There is a little bit of a powdery substance in some spots...Is that the block material?

Probably efflorescence, another sign of moisture being present in the blocks. The problem is outside, not inside.

You would tell easy if the block were sticking to the paint chips. Doesn't sound like they're old enough to be deteriorating.
