Water based painted over oil based paint

I have woodwork and walls that have had water based paint placed over the old oil based. I want to repaint and would like to know what do I have to do or use to now paint again. The water based paint on walls and woodwork are peeling off. How do I strip or can a primer be put over it so I can paint again. I would like the best and easiest way of course.
