I think that is because it wasn't wet enough at the time it was put on the wall. Is there a paste or glue that can be applied to the areas that are lifting?
Stores sell wallpaper adhesive in small toothpaste size tubes for lifting seams and corners. If it is large areas, you can buy larger size premix or powder and try to reglue but depending on the paper and the wall surface condition it may not work well.
Sometimes, you just have to redo work not done properly, strip it off, prepare wall properly and rehang the paper.
