You are trying to skip the necessary prep work and using less than a stellar product for all of this. Good things will not come your way with this approach. 95 percent of a good paint job is in the prep. Nice materials and tools round it all out.
You cannot expect adhesion to improve by putting on subsequent layers. You have to fix why paint is peeling and coming loose before putting more of same on. And expecting sand texture to compensate for not wanting to or having to sand is just not a workable solution to your problem.
