Tar filler - 100 years old?

In this old house after I scrape off the plaster, it looks like a gray tar between the baseboard and the wall... and it is still gooey after all these years. I'm having trouble getting it out, as I can only scrape out a little at a time. Now I can't get the baseboard back into position... some piece of plaster must have fallen back between the wall and the baseboard. I feel like giving up.

Go ahead and pull the whole piece off. It will nail back up.
