Steps to adding wallpaper and paint to an old piece of furniture

I have an old piece of furniture that I use as a library because it has sliding glass doors but it looks outdated. I'd like to stick a border type wallpaper (prepasted kind) and then paint the whole thing. Does the library need some type of preparation so that the spray paint adheres well to it? How about the border? Do I go the traditional way by soaking it in lukewarm water or should I use something like ModgePodge to make sure it stays there.

Lightly but thoughly sand the whole piece to break the gloss of the finish, wipe clean.
I don't know if spray cans would be what I would use, but they would probably work. Would be best to use a primer first- one that claims good adhesion.
If the primer is under where you put the border- i think that would help. What is under , or the paste involved would be more important to it sticking than anything you could put on top.
You could also brush on some vinyl to vinyl adhesive after you got the boarder wet- that would also help it to stay.
