splotchy paint

I have just spray painted my bathroom and the paint looks splotchy. It reminds me of the way oil and water don't mix. I thought that a second coat would cover up the holes but in some areas the is acually running instead of sticking. I didn't clean or primer the walls could they have something on them and how do I fix it?
