I have a problem , new construction, Drywall was textured and painted with primer and a coat of latex satin finish paint the owner then did not like the texture. We covered the paint with sheetrock mud to create a smooth wall. Primed the finish and painted again the paint then started to bubble in some locations. We talked to several painters and drywall contractor and they said that they had seen it happen before. they popped the bubbles and patched the spots. We have done this 3 times now and the bubbles are getting larger. Anyone out there overcome this problem.

This is a problem for sure. Mud over satin enamel is not a good combo. That being said, the problem here is that every time you apply paint, the moisture in the paint soaks through, reactivates mud which soaks it up like a sponge, and it lifts from surface because there is no adhesion to substrate.

We've run into this a couple times in 24 years. It would have been best if you could have etched the textured paint (can't sand it) using a liquid de-glosser. SInce what's done is done, here's what I recommend...

Patch whatever remaining bubbles you have. Sand and prime with Zinsser white pigmented shellac. This seals it and should prevent the moisture from soaking through and bubbling paint. Try it on one wall, see if it solves your problem.
